What is the best international calling card I can use to call a Japanese cell phone from the US?

I want to call someone in Japan except they only use a cell phone and I can't seem to find any good calling cards. I'm thinking about using callingcards.com but if I can find a better deal then there ($10 for 125mintues is the lowest I'm finding) then that would be fantastic. Does anyone know where I can find one or other websites that offer a better deal?
I'm living in West Virginia if that helps any.
