What you have is burn off from the candle wax and that's why you are having such a hard time removing it. Put the candle holder in the microwave for just a few seconds to heat up any residual wax and wipe it off with a paper towel. Next, take a degreaser like Purple Power or Greased Lightening and spray the candle holder with the cleaner. Let it sit for about 15 minutes and try to wipe away the soot. Depending on how heavy the wax/soot is on the candle holder, you may have to spray degreaser on it a few times.
