Do most Japanese cell phones have call waiting?

Whenever I call my boyfriends cell it goes straight to this long Japanese message (female talking). He says he does not have call waiting. I find that strange...the other day I called him and the phone went straight to the message, but he called me back. I have a new number, which he didn't know at the time. Weird, but do most Japanese phones have call waiting and when you call what happens?
My number was not unknown....weird.

Yes, Japanese cellphones have usually have call waitings.
But when you put to call waiting, you will not hear any massages.
