For example, if I bought a Japanese cell phone, could I use it in America with an American cell phone plan? Like CIngular or something?

No. Japanese cell phones run on their own networks only.
Yeah, on Japam network
some of cell phone provided by “DoCoMo”, “au” and “Softbank” can be used in America with the Japanese contract.
However, can not be used for American cell phone company due to “sim lock” unfortunately.
I’m came from Japan recently. I wanted to bring my cell like you but unfortunately it wasn’t available.
