Americain anime watcher here. I've come across a few fairly realistic and modern series that involve students in school with cell phones in their class. One even involved a scene were all the phones go off at once, and the teacher doesn't even care. So, in Japanese schools cell phones are allowed in classrooms? Could someone explain the justification behind this? In America, most schools don't allow phones in the classrooms because a student could text the answers or be distracted in general.
